Stat. § 381.986) but adult-use recreational remains illegal — a 2024 legalization measure (Amendment 3) fell short of the 60% threshold at ~56%. Hemp/delta-8 has been legal under a ≤0.3% total-delta-9 standard, but the federal hemp cap effective Nov. 12, 2026 may change that.
